Traffic Stop Leads To Impaired and Weapon Charges


(BLIND RIVER, ON) – On Tuesday, the 28th day of May, 2019 at 7:53 a.m., the East Algoma Detachment of the Ontario Provincial Police received a traffic complaint of a vehicle swerving within its lane on Highway 17.

Officers located the vehicle and conducted a traffic stop. Further investigation revealed the driver had consumed drugs as well was in possession of a conducted energy weapon.

As a result of the investigation, Marc DUMOULIN, 56 years of age from Welland, Ontario was charged with the following:

·        Operation While Impaired – Drugs, contrary to section 320.14(1)(a) of the Criminal Code (CC); and

·        Unauthorized Possession of Weapon, contrary to section 91(2) of the CC; and

·        Possession of a Weapon for Dangerous Purpose, contrary to section 88 of the CC; and

·        Possession of a Schedule I Substance – Cocaine, contrary to section 4(1) of the Controlled Drugs and Substances Act.

The accused was released on a promise to appear and is scheduled to appear at the Ontario Court of Justice in Blind River on June 20, 2019.
