Traffic Stop Leads to Multiple Arrests and Charges
(BALDWIN TOWNSHIP, ON) – On April 16, 2022 at approximately 5:43 a.m. the Manitoulin Detachment of the Ontario Provincial Police (OPP) were conducting general law enforcement duties including traffic enforcement on Highway 17 in Baldwin Township and conducted a traffic stop.
The driver of the motor vehicle did not have a driver’s license. Further investigation revealed that a passenger of the vehicle who was known to police was wanted. As a result of the investigation, police arrested three people.
Jimi CARRINE, 42-years-old from Orillia was charged with:
- Fail to Comply with Probation Order, contrary to section 733.1(1) of the Criminal Code (CC) (two counts)
- Possession of Proceeds of Property Obtained by Crime Under $5000 – in Canada, contrary to section 354(1)(a) of the CC
- Failure to Comply with Release Order – Other than to Attend Court, contrary to section 145(5)(a) of the CC (two counts)
- Possession of a Schedule I Substance – Methamphetamine, contrary to the Controlled Drugs and Substances Act (CDSA)
- Possession of a Schedule I Substance for the Purpose of Trafficking – Opioid (Other Than Heroin), contrary to section 5(2) of the CDSA
- Possession of a Schedule I Substance for the Purpose of Trafficking – Cocaine, contrary to section 5(2) of the CDSA
The accused was held for a bail hearing and is scheduled to appear before the Ontario Court of Justice in Espanola at a later date.
Jordan LACCOSE, 27-years-old from Massey was charged with:
- Possession of a Schedule I Substance – Methamphetamine, contrary to the CDSA
- Possession of a Schedule I Substance for the Purpose of Trafficking – Opioid (Other Than Heroin), contrary to section 5(2) of the CDSA
- Possession of a Schedule I Substance for the Purpose of Trafficking – Cocaine, contrary to section 5(2) of the CDSA
The accused individual is scheduled to appear before the Ontario Court of Justice in Espanola on June 6, 2022
Rachel HARDY, 28-years-old from Rocky Bay First Nation was charged with:
- Possession of a Schedule I Substance – Methamphetamine, contrary to the CDSA
- Possession of a Schedule I Substance for the Purpose of Trafficking – Opioid (Other Than Heroin), contrary to section 5(2) of the CDSA
- Possession of a Schedule I Substance for the Purpose of Trafficking – Cocaine, contrary to section 5(2) of the CDSA
The accused individual is scheduled to appear before the Ontario Court of Justice in Espanola on June 6, 2022

RIDE Program Leads to Impaired Charge
(SABLES-SPANISH RIVERS TWP, ON) – On April 15, 2022 the Manitoulin Detachment of the Ontario Provincial Police (OPP) were conducting a Reduce Impaired Driving Everywhere (RIDE) checkpoint on Burns Crossover Road and Lee Valley Road in Sables-Spanish Rivers Township.
At approximately 4:45 p.m. a vehicle entered the checkpoint. After speaking with the driver, officers determined the driver had consumed alcohol. An Approved Screening Device (ASD) was administered that resulted in a fail and the driver was subsequently arrested.
Danny CAMPBELL, 64-years-old from Espanola was charged with:
- Operation While Impaired – Alcohol and Drugs, contrary to section 320.14(1)(a) of the Criminal Code (CC)
- Operation While Impaired – Blood Alcohol Concentration (80 plus), contrary to section 320.14(1)(b) of the CC
The accused is scheduled to appear before the Ontario Court of Justice in Espanola on May 16, 2022.
